Commercial revitalization
MISSION STATEMENT To encourage developers, bankers, funders, investors, non-profit housing groups, and community stakeholders to invest in and revitalize the 23rd Avenue/International Blvd Corridor. Investment without Displacement!
Because the San Antonio District was omitted from Oakland's Neighborhood Commercial Revitalization (NCR) Plan, development of an area plan has been one of the primary goals of the SACDC. In 1988 graduate students of the Department of City and Regional Planning at the University of California at Berkeley prepared a community development plan for the San Antonio District. As a result of the Berkeley study and recommendations, the SACDC has focused on the 23rd Avenue/East 14th Street NCR area, which has been identified as a commercial corridor in physical decline and lacking essential goods and services to accommodate needs for the residential community. The CDC has worked aggressively with the Concerned Businesspersons of East 14th Street and 23rd Avenue, and the religious community to pursue joint venture relationships and activities that will stimulate economic development in the targeted areas. In the summer of 1998 UC Berkeley architectural students based at the San Antonio District House will participate in developing mixed-use programs and designs for nine catalyst sites near 23rd Avenue.
